go phone wifi

just as an emergency phone, i'd like to get a go phone for simply calls and text. no data. emergency use only.

but at home, i'd like to be able to use it as a wifi device without incurring data charges.

can this be done.... i am not the most experienced cell phone user, and i've never actually had cell coverage. i've only used phones as wifi devices.
 
If by "emergency use" you mean 911, ANY cellphone, even one with no SIM card, even one reported stolen, can make 911 calls. (If it's stolen you'll have a different problem after the police arrive.)

As far as wifi, any phone with wifi can use wifi without being connected to a phone account.

Text and data with no phone connection? Skype or some other VoIP connection for voice, maybe Google Voice for data.
 
hey, thanks for trying to answer my imprecise question.:)

no, i will pay for a cheap go phone plan the cheapest there is, which will be some calls and texts, that i can use in a pinch. that is what i meant by emergency. i really have little need for calling, but the need does sometimes arise. i will not pay for data. i figure i can get the 10 cents a minute go phone plan, and i'll be surprised if i spend more than $1 per month.

but when i'm home, i'd like to be able to use the phone over wifi, for whatever web activities, without incurring data charges.
