My new phone (Boost svc & ZTE Max XL device) is running like a thief with a TV in his arms. The culprit is Uninstalled apps running. I can't seem to find them. Know they're there because they're monitoring obviously. I haven't given any app network or not, all access.

You've found that "removed apps" in the data usage screen?
Is that listed at the top of the list?
Mine is shown halfway down for reference:

Uninstalled apps don't use data (by definition, as they are no longer installed). But what happens is that when you uninstall an app the phone can no longer associate any data it used before then to the app, and so all data usage from all of the apps you have uninstalled gets lumped together into a single item.

So if your "uninstalled apps" usage said 1GB and you remove an app that had used 0.5 GB your uninstalled apps usage would then show as 1.5 GB. No extra data has been used, it's just a matter of how the phone presents the previous usage by apps that are no longer installed.
