Google and facebook ad pops up everytime and blocks active running apps.. annoying

Have a look at the free NoRoot Firewall app in the playstore.
It can allow or deny data and / or wifi accesses on an app-by-app, site-by-site, or IP address basis.

Because Facebook and Google aren't the ones giving you that ad. Sure it may be an ad for Facebook, but it's coming from another app that you need to find and uninstall. It's going to be one of your free apps.

If this were true every android user would get this from Google, and most from Facebook. Yet it's actually rare.
Do you think you are the first we've seen report such things? When we say that an app you have installed is pushing these ads we are talking from experience. The question is which one? It could be anything you installed or updated shortly before this started. Things installed from outside the Play Store are particularly suspect, but things like this have popped up in Play Store apps recently, despite breaking Play Store rules. An app with the privilege to draw over other apps is particularly suspect, but again that has legitimate uses as well. But apps with privileges that aren't needed for their function are always suspect anyway.

Personally I use an app from the play store called Adguard, the paid version which will block browser ads, website ads, ads linked within apps on the phone and I never ever get pop-up ads....
It also acts as a VPN service but it does the job. Adguard is a trusted company so there's no need to worry about them. Also has a firewall

I have Facebook installed and I have zero pop up ads. And I do use it a lot. The ad taking you to Facebook doesn't mean it comes from Facebook. Facebook has zero popup ads. That ad you're seeing only says it's using Facebook Ad Metrics. It just means it's using data collected by Facebook to choose which ad to show you. That doesn't mean the ad pop up come from Facebook. For example, ads from inside free games can use Google or Facebook ad metrics, but neither ads are given by the Facebook or Google app, they're ads by those games. So again, despite what you might think, the ad is not coming from Facebook. Even if you uninstall the Facebook app, that ad is still going to show up.

We still don't know that...
WHAT worked? Its instructions for blocking pop-ups in Chrome? Or its suggestion to use Ghostery?
If the former, nowhere do I see where you mentioned this was happening in Chrome. If you had, anyone here could've walked you through its settings.
You did say you were 'in YouTube' when a pop-up ad appeared, but we probably all assumed you're using YT's app, in which case Chrome's settings have no bearing.
If the latter, let us know so other people will learn about Ghostery.
One thing I didn't see mentioned is to check your running apps when a pop-up ad appears. That should let you zero in on the actual culprit.
Actually it's Facebook paying for those ads. Facebook pays $$$ to some third-party ad agency, the ads get inserted into some "free" app, game or website. You could be seeing ads for anything really, namely whomever pays the ad $$$.
FWIW I have seen ads for Facebook from Youtube, but then I've also seen ads for Brooks Brothers, Ebay, Mint Mobile, Verizon Wireless, etc. etc. Although they're completely useless to me, as I'm not actually in the United States.
