Are Google API Services services that are run by Google Play Services & Google Apps?

Google APIs is a set of application programming interfaces (API) developed by Google which allow communication with Google Services and their integration to other services. The Google Play services and Google Apps use these API's to take advantage of or extend the functionality of the existing services.
