Google assistant voice commands not working w/ other apps open

I have noticed that when I am in an app, any app, that saying "OK google" does not trigger any response whatsoever. I have to exit all apps in order to use voice command. Solutions?

I don't think android is at the level you are looking for

That kind of functionality worked fine with the baked in moto voice of my old Motorola Moto X pure.
for Android, it would amount adding an "always-on function"

Have you tried a different assistant? Dragon naturally speaking works well for me on mobile.. It's now called dragon mobile assistant
