No you cannot.

Chrome has the option to add to home screen for any site, so I'm not sure how you are having a problem

This has been bugging me for years and finally managed to answer my own question. If you switch to "desktop view" the 'Add to home screen' option appears, so you can use that and then simply switch back to mobile view and the shortcut opens in mobile view
