I have found the definitive solution to Google contacts not syncing with Android devices. If this occurs and you get the error"sync is having problems, try again later". The error is with your Android device, to fix it once and for all.
1. Put your device in Airplane mode so it does not try to update.
2. Remove your google account(s) from Accounts on your device. Clear storage cache.
restart phone. Go back on wifi and data.
3. Add your Google account(s) back and let it sync again.
