I bet the closest you'll come to that is if Android comes with "Google Gears" built in... which I expect it does. That gives you _some_ local optimization and processing, but it's not fully off-line, which would really be rather contrary to the concept of an always connected cloud-computing based device ... like something sponsored by "Google"
I agree- having an app that just syncs with the online account for your google docs would be efficient enough. Something similar to how a sidekick sync works. The most recent device version gets pushed to the web app.
