Help Google not working

Apparently somehow my Google doesn't work. My hangout doesn't work neither does my gmail or play store. Its as if its not signed in or something I can't even get into my YouTube from the app.I thought this may be because I did not update the phone. When I previously tried to update it the update didn't go through fully
 
Can you get to anything on the internet?

If not, check your phone's APN. (Ask your carrier's tech support for help. The APN depends on the carrier.)

Yeah I can get on the web and everything its just my Google account has been acting weird. It doesn't sign me in when I go to youtube and when I go to the play store it says connection error I can't get into Google+ or hangout from the app
 
So I just tried removing my account from the phone and then tried signing back in. It won't let me sign in at all
 
Authentication error? Did you try changing from 2 step to 1 step authentication or whatever? I recently made some changes and found myself with the problem you described on 3 devices.

Reading the response, noting you do have wifi with an exceedingly weak signal, have you contacted your pprovider?
