Help Google play music turns off "downloaded only"

When I use "Ok Google, play XXX" (on Play music automatically shuts off "downloaded only" and defaults to using that particular artists play radio station rather than the music that is locally on my phone in my library. I have changed it so it won't stream while on data but that doesn't help when I'm on wifi. Any help appreciated.

I am having the same issue with my galaxy note 8. I would love it if this can be fixed. I want the convenience of using ok Google command to play my music from my play list especially when I am in the car listening to music from my Bluetooth This had become very frustrating for me. Hope this gets taken care of soon I trust.
