Google Play Services is a package of services used by quite a few apps - not just from Google. For example, Netflix uses it as well.
The purpose is to break the way apps used to be dependent on which Android version you're running. Google Play Services updates independently of your operating system.
It uses resources as requested by other apps, including the Play Store.
