Google Play Services "not" installed

Up until yesterday no problems with any google apps. But none of them work now.
Messages I get are multiple but for the most part I am prompted to install google play services.
On my laptop when I pull up google play it says google play services is installed on my phone,
ZTE N9510, but I can't find anywhere when I pull up all of my apps on the phone. Did it get uninstalled
somehow? Sorry if this has been addressed elsewhere. Had the phone for 14 months and no issues until
yesterday. Any help is appreciated, thanks.

What phone and Android version do you have, and what were you doing prior to yesterday that may have caused the problem?

ZTE N9510, 4.4.2. Was doing nothing to the phone other than searching on google maps when the problem started.

Did you Wipe Cache Partition deleting all temporary files?

Yes rebooted multiple times. Did you Wipe Cache Partition deleting all temporary files? from what apps?
Yes for google play. The comments section for google play services is flooded with complaints. I might get a new phone.
