Google Play Store takes down yet another themer

What's with Google's arbitrary war against indie developers these days? It seems that themers are especially targeted for takedown, and they keep getting taken down without warning, with no specific reason given, and without a clear path to appeal to a live human being. Any theories?

I have a feeling it has to do with Google's long-standing and ambiguously worded Intellectual Property and/or System Interference clauses (Ref. https://play.google.com/about/developer-content-policy.html). For example:

• The theme modifies a portion of the OS or another app that is copyrighted or that contains a registered trademark
• "An app downloaded from Google Play (or its components or derivative elements) must not make changes to the user’s device outside of the app without the user’s knowledge and consent." -Rightly or wrongly, if enough users complain that they "didn't know," Google will likely act.
