Help Google Plus app - can't connect to server, can't update

I used to have it set up that all of my photos were backed up through Google Plus. Then I went to Europe in July where my phone would not work (Kyocera Rise), and I reset it, that might be the more relevant part. I got a new memory card, wiped everything and reinstalled everything. But it seems around that time is when Google Plus stopped backing up my photos. I didn't notice until now!

When I click on the Google Plus app, it asks which Google account I'd like to use. I click the main one I always used and it says No connection Couldn't connect to the server. Same for the other accounts.

I thought maybe the app hadn't been updated in a while so I went to the Google Play store, clicked Update, and it says it can't update because there is insufficient space on the device. However, when I look at what space is used, I seem to have plenty. The bar shows a little less than half of the phone's storage is available. The numbers say it is even less - 101MB, compared to 569MB used by Apps, but shouldn't that be plenty for a simple app update?

I've also got a lot of memory card storage available. 14 GB

I restarted the phone, but nothing changed.

I'm just confused. What can I do to reinstate Google Plus backing up my photos? Is there an alternative program I can use?
