Android application developers have been able to reply to reviews for their apps for a long time now. However, Google has now opened up that feature via an API so that other apps and services can access that feature.
In fact, this feature has already been integrated into Zendesk as well as Conversocial. So if you use either of those services, and are an Android app developer, then you can read and reply to your app reviews directly from there.
