Log into google account, wait for friend with camera to be online. Their contact should have a little dot if they have no advanced services, a microphone if they are voice only and then a little camera icon if they have video options.
When you click on the contact on the right there should be the voice and video chat options. If that isnt working check to make sure that you have the little camera by your icon.
For some reason, I will admit, I did have a bit of a hitch connecting using a google apps account but once I logged in with my legacy account its been 100%
