The security patch level is generally indicated as the fifth day of the month. I'm not exactly sure why, but I do know that the updates are actually released to manufacturers a month early so I guess the target is to deploy them on/by the fifth.
There are sometimes multiple patch levels in a given month; they'd then be distinguished based on the security patch level date.
In this case, the bulletin was actually published on April 02.
