Google Voice & Hangouts

1. Will the Hangouts shutdown also effect Google Voice app?
2. When I disconnect from Hangouts & use Google Voice, how do I reconnect to Hangouts?

I haven't used Hangouts in a long time but it's demise won't have any effect on GV and/or the app.
Not sure about the second question.
