Google Voice over WiFi?

I'm sorry, but I tried looking through some other posts and couldn't find what I was looking for.

I live in a house that barley can get a 1x signal. There is a Verizon repeater here, but it really doesn't work that great. I thought I read older versions of Google Voice let you make Wifi calls and I am not going this to save minutes, but to simply be able to use the Android phone in the house.

I've certainly read that but those that state that are incorrect. GV has never been a VOIP solution in and of itself. It's a common misconception. I don't understand why as the GV site says nothing about VOIP nor do any of the GV guides (aside from using GV with a VOIP solution).

So is this simply a software issue to not be able to make calls over WiFi?
 
The above steps seem really overly complicated. Can someone briefly tell me exactly what that setup accomplishes?

All I really want to do is make calls over WiFi at home since I have no cell signal. Is there an easier way to do this?
