Googlevoice "Could not verify phone number"

I loaded the googlevoice app because I'm in a remote area with no cell service but have wifi and need to make a call bad. Set up an account and followed the steps but it says, "Could not verify phone number." It doesn't give you an option to enter a phone number. I click on my account which is an e-mail address and the next button goes to the above.

Suggestions?
 
You can try logging into Google Voice from a browser, click on the settings icon (gear icon on the top right), and add a new phone from there. It will ask for the phone number and dial it so you can confirm the number.

The only thing is you need to have a working phone, which it sounds like isn't the case. That might be the reason for your error message (it can look up your cell phone number within the app). Even if you want to make a call with Google Voice, it will use your cell phone service minutes. There are advanced ways to use GV to make calls over data connections, such as GrooveIP (free for wifi use), but you need a working phone line to set up GV
