GPS: how much can I control?

I would like to set my Location setting in Kit Kat to High Accuracy, but restrict which apps use the GPS to my mapping and metering apps (Google Maps, Speedview, etc.) and limit other apps (Facebook, some built-in daemons, etc.) to Network Only for positioning data. Can I do that or do I need something like Tasker?
 
Tasker can do a lot, including switch gps on/off, but I don't think it can limit which apps can access gps. Look at a Permission Manager or Xprivacy or Donkeyguard. The latter two are Xposed modules requiring root. Permission manager may also require root depending on your Android version.
 
Which Permission Manager do I need? I found about 250 of them. However I found a few that won't work with Android 4.2.2, which leaves me out.
