You cannot select an area in Google maps, but you can drop a pin by just long pressing the point you want the pin to be located.
Then tap the Dropped Pin box at the bottom of the screen and you can share a link to that location.
I dropped a pin in a city park of the town I grew up. The link in the email was
http://goo.gl/maps/v889b If you look at the address bar or the Google Maps search bar you can get the latitude/longitude of the dropped pin.
