GPS Off, Location Services Off: System (gpsd) Still Using Battery?

Doesn't seem logical..... Or does it?

The only location-relevant app I can find running via Android Assistant is WeatherBug.

I am using GSAM Battery Manager Pro to look at battery use. Is there maybe another app that will tell me which apps are is behind "System (gpsd)".
 
Weather apps do need to check. You see the GPS icon going for weather and sometimes wifi.

While I no longer use Weatherbug, it did do location right down to street. Accuweather and WU use closest weather station. Intellicast also does location very well. Even if Accuweather and WU use a station, they still check if you live where altitude or wide open space is a factor the warnings will be right.

MLB At bat will use GPS to check location. You can't get a game in your local area until 90 minutes after game ends. My area is NLWest. I can get a game in NL or AL east or any other area besides west. My Acer tab is wifi only, so network isn't available.
