I'm sorry, but I don't understand what you are asking. I'm going to take a guess, but if I am wrong can you repost and explain more clearly what it is you want to know?
Many apps are capable of using GPS if you allow it (i.e. turn it on). If you check the permissions of the apps any which are allows to use "precise location" information could use GPS. Many will use it because it's needed for their function, e.g. a weather app may want to know where you are. But there may be other motivations (google will use it as an input to searches and serving ads, if you allow them to).
Apps like "Addons Detector" can scan your installed apps and tell you which ones have this permission. If there are any you are unhappy with, you could consider uninstalling them.
Of course if you turn off GPS and location access in the locations settings then no app can use them.
