Every android device I've met is. Assisted GPS (A-GPS) means a device can use network information in addition, but it's not needed.
Google Maps is a different matter though. You can cache some maps temporarily, but you won't get navigation without a connection. However, there are apps you can download which will work for this without a network connection.
Some people have had problems of GPS lock being lost with the new N7, but a fix is reported to be rolling out now.
