Granny needs help

Please help as I am so confused with regard to my photos and videos which are stored on my Laptop and now on my Samsung S Tablet as well. It's "file management" that is confusing me here. Let me explain.

I want to use Google Photos to store most if not all of my photos and videos. That way, since they will be stored on a "cloud", it is my understanding I will be able to access them from all my devices or log into my Google Photos account from someone device as well. This cloud storage should enable me to free up the space they are now occupying on my laptop and on my tablet. (I am in my 70's and do not have a smart phone, I'm happy with my dumb phone) But where on earth do I start?

I have pictures on my laptop under "my pictures" also in Picasa which grabs all the pictures from "my pictures", then it seems all these same pictures are also found in Google+.

When I fire up my tablet holy cow. I have not only all the pictures found everywhere on my laptop, but pictures I never even knew I had, some I thought were deleted years ago, and even pictures found in emails. All this in addition to any photos and videos I have taken with my tablet.

This to me is total chaos. Why do some show up in "gallery", "videos" and other apps like picasa and 3rd party apps.

Can someone please take time to write a easy to follow directive to help me understand how to turn off syncs between my tablet and Picasa, google+, google photos, my pictures, etc and then tell me where to begin to organize this mess?
