Greetings & Q about proper forum

Hello, my name is Mike. I don't actually own an android phone. I'm an indie game designer, and I'm scouring the internet for a partner who likes to play the long odds. I'd like to know what the appropriate forum is to search for such a person.

I know everybody hates the idea guy that can't code. However, this is a nearly complete design of a card game that I've probably spent over 100 hours playing with humans. The only thing left to design is the AI, and that would probably take a few weeks of me exausting conditions and determining what the computer would do in them.

The game simulates a game of American football using a partial standard deck.

So anyway, I'm sure there is a proper place for me to post about this, but I thought I'd hit the introductions thread to make explicit my goals, and get direction to the proper destination.

Edit: Sorry if this wasn't clear, I'm looking for an Android developer to turn this game into a phone app--mobile would definitely be the platform for this game.

Edit2: Found the job listings page. After giving it some thought, I think I'll try to get the AI done in pseudocode before posting anything there.
