Hi delton, and welcome to Android Forums 
Do you use Google Voice by any chance? The recent GV integration into Hangouts has caused a few screwy issues for me lately. One of the most notable ones is that I no longer received any group texts. The reason for this is that group texts are treated as a MMS (instead of SMS), and the GV integration doesn't handle MMS quite as well. The only "fix" I know of is to break GV back out of Hangouts and go back to receiving those messages either via the GV app, or configure GV to forward them to your carrier number. It's not elegant (or what I want), but at least the messages do get through.

I think you need mobile data on at the time those texts are sent in order to receive them.
