Well I didn't download it sometimes it just opens a new lockscreen

So it came pre-installed? Was the phone new or second-hand?

Is it doing anything useful or can you uninstall it?

Sounds like it's an add-on to something you downloaded. Can you remember what you downloaded before you noticed it? If you can then delete them and the spam lockscreen should disappear.
