Help hangouts sms help

i have hangouts sms working just fine on my galaxy nexus....but on my nexus 7 there is not even an sms option in settings.

am i missing something....please chime in if i am missing something. i have android 4.3 going....google voice is good to go....and i have a third party app texting just fine. just can't see how to do it with hangouts.

There is no SMS function on the tablet. It does not work like the iMessage on iPhone. It only merges the two different feeds into one place on the phones.

why would google do this. it clearly can give the tablet sms functionality. i have hangouts handling my texts on 3 other devices that use nothing but voip and google voice.
