hard reset on locked phone

is there a way to hard reset the samsung instinct on the sprint network that is locked and needs to be hard reset. what is the hard key combo to do that

You have to go into the settings menu to do a hard reset.

The phone is locked, so the OP can't access the Settings menu to try your suggestion. Since this could very well be a stolen phone, I'm not going to provide the info either. To the OP, I suggest you take it to your local Sprint store and they will be able to help you.
