AFAIK it can't be bypassed, because the reset protection is there to try to make stolen or missing phones much more difficult, or impossible to fence and use. So no way around it AFAIK.
Yeah, what you should have done is sign out and remove the Google account from the phone before resetting. Actually I'm amazed the seller didn't do that - who on Earth sells a phone that's still connected to their (I assume/hope) account?
Hopefully the seller will be able to tell you the information you need.
