HDMI link to cable box?

I know with the proper cable you can connect to a tv with HDMI port. Can you plug into a cable box (Time Warner Motorola DVR) and pull media onto my HTC EVO 4G with mini HDMI port

No, your phone has a HDMI output for to connect to the TV's input.
So you can't feed in a video signal in an output.
