HDMI Output Resolution

I am getting an 8 inch tablet for work. It will connect to vehicles and provide me with diagnostic information. It has an HDMI output port on it, that I want to connect to a 23 inch monitor. If I plug in my 23 inch monitor, will I be limited to a large pixilated 8 inch screen magnified to my 23 inch monitor? Is there a resolution setting or a way to get more screen area display on the 21 inch monitor than what the 8 inch tablet screen has?

Doesn't matter what screen size is, it's going to be HD resolution and will look great on the big screen also.
