Well it looks like a SIM card icon with a heart. This is a dual SIM phone? Preferred network, preferred carrier, possibly?

The problem is that there are a large number of apps which use heart icons. You can't even guess what type of app it is, since there are several different types that commonly use this. This also makes it almost impossible to search for them. So unless someone has exactly the same app it's not that likely anyone will be able to give a definite answer.
The colour might be a red herring: every notification icon on my Pixel is black and white (current android style guidelines), so it's even possible someone may have the same app but be seeing a b&w icon rather than red.
The simplest solution would be to ask the person whose phone it was on (if it were your phone you could just pull the notifications down and see what app is producing it).

I don't recognise it. Maybe it's a fitness app? FWIW I do recognise the head icon though, it's Alibaba, a Chinese company similar to Amazon.

You're very welcome.
Are you quite sure it's not installed? If you follow its link [in my earlier reply] to the Play Store, what options do you see? As you can see from my screenshot, my only choice is 'install.' What do you see when you go there?
And have you checked in your system settings, under 'apps' or 'applications,' etc., to make sure it's not listed there?
I learn something new every day, so maybe today I'll learn that a not-installed app can send notifications...but I don't think so.
