I think the Zoosk app is different but this does look potentially dating app

Did you install any dating apps on your phone? Otherwise, when did this start appearing? And do you recall installing an app around that time?

It could be a health tracking thing, or something has been favourited. Those can sometimes have heart type icons.

Long press on the notification and you check the app info to see which app it truly is

Can anyone verify the 2 hearts and the fish?

Can't say for sure as I've never installed such apps, but it you look up "plenty of fish" in the Play Store and look at the images they don't show the notifications but two of the icons on the last image resemble these.

As I say, may not be that since nothing there shows the notification icons (and there are many apps that use hearts, including health apps as well as dating).
