Bare in mind the battery in a Note 3 is 3,200 mAh, and this power bank is only 2,800mAh. So there's no way it's going to completely recharge the phone's battery. It got 40%, that could be about right for this. I don't think it's faulty or incompatible. The idea of this is to keep it going for a few more hours, in the event you can't get to a mains outlet. That one might be enough to completely charge a basic feature phone or media player, but not a big thing like a Note 3. They're popular with travellers here in China, and many of them are much larger capacities, sometimes up to 10,000mAh(10Ah), which should be able to completely charge phone a couple of times.

So if you do want to completely charge your phone, you'll need a larger capacity power bank, that's it. I'd recommend at least 5,000-6,000mAh(5-6Ah).

This would certainly charge your Note 3 and should keep it going for a long time, as it's more than double capacity of the phone's battery.

The analogy of a using a charging bank to charge another battery, is like syphoning water from one bucket to another. Except in this case the bucket you're taking the water from is smaller than the bucket you're trying to fill. And also you might only be getting 50-60% of the power, because of inefficiencies in the charging circuit as well as generated heat.

Don't forget, you are actually NOT getting 2800 mAh from this battery. That is 2800 mAh at 3.7V battery cell charged inside of this external battery. It has to go to 5V usb interface and back to your Note 3 micro-USB connector (5V interface) and converted back to 3.7V of your Note 3 battery. During all these conversions you will loose on average 30% of capacity to end up with less then 2000 mAh of actual available charger. Furthermore, with these external batteries, you have to charge them up and leave on a charger for another 20-30minutes to get to full 100%. If you didn't, you probably started with less then 2800 charger and lost 30% in conversion (Sony is NOT a good brand for external batteries), so it's quite possible you ended up with your charging numbers.

Btw, that is an expensive price tag for 2800 mAh battery. If you look on Amazon, the #1 selling and best reviewed brand in there is Anker where you can get for that price batteries with capacities over 10,000 mAh, efficiency of higher than 80% and year and a half warranty. Look into my signature link (also a sticky in the accessories forum) for reviews of all the external batteries I posted, including every model from Anker.

There is a trade off as you go in higher capacity with a larger and heavier battery, so you might have to compare to see what is a happy medium for you ;)

Good luck!
