Help i have problems with my sd card

I have a Samsung Galaxy J5 and out of internal disk space a long time ago. I then bought a 32 GB sd card, thinking that i would have a lot of space but no. If i move an app to my sd card it only moves a part of the app, not the full app. if i want to download something it also installs it to my internal storage. Because of having a low amount of disk space i also haven't been able to keep up with the android updates. Does someone know a way to make your phone use the sd card?
 
SD cards are primarily intended for media storage. So can you for example tell your camera app to store photos there (and move those you have). If you've a lot of media on internal storage then moving that may solve your problem.

For moving apps to SD there are two options. One you have met, and you have met its limitations. The other, introduced with Android 6, is to format the card as "internal" storage. This will of course erase all data currently on it, but will allow it to be used fully for apps. However, it has drawbacks: SD cards are slower and much less reliable than internal storage, so it may affect performance and will be a big problem if the card fails. Also the card will be encrypted, so cannot be used in another device without reformatting. Samsung were so concerned about getting a reputation for bad performance due to people using slow SD cards this way that they have never allowed it on their flagships. I don't know about their lower-end devices, but it's possible that your phone does not support this option.

There are other things you can try, but you need to root the phone for those.
