Hello, welcome to Android Forums, I'm rabidhunter and I would like to try to assist you. Are you trying to turn the phone off or just want to put it into sleep mode? To turn your phone off, holding the power button for three to five seconds should power down the device. If you are trying to put your phone into sleep mode, all you have to do is tap the power button. Tapping the power button again will wake the phone up.
If this is not working, when all else fails try removing the battery for thirty seconds and turning the phone back on. That should help. If the problem still persists, please repost your question. Please provide us with some more info as since when has it been in that state and what had you done to the device before that happened.
I'm pretty sure you are bricked. I would advise you to visit the forums page regarding your device and look for a thread to unbrick your device.

Is this a recent issue? Did you notice the battery getting hot or draining quickly right before this? I'm assuming that the battery lost all charge. It would be best to hook it up to a charger and let it charge overnight, then try to boot the phone.
Did you try installing any software, like a phone update or a ROM that might have caused the phone to shut off?
Unfortunately, I think we need some more data before a final answer can be given.
