I only have the 200mb data plan-
1) if I set up the Google account but don't use it for email or anything else (i only want to set it up to download free games and apps) will it use up my data even though im not checking email or anything?

2)Everytime i use a game o r use an app will it use up my data.

You can disable background data and turn off sync to gmail etc but typically Android always finds a way to use a little data when you don't want it to.

I however think you're overreacting a little. Ok, 200MB is a small allowance but I think I only use ~200MB (out of 3GB) and that's without even trying to save data.

Download 'Data Counter' from the market, try and do most things on Wifi, but don't assume that 200MB is nothing and completely cripple your phone.
