Help HELP!! WHAT SHOULD I DO?

I want to transfer files from my laptop to phone, and my pc is not ready to detect my phone. It keeps asking me to install the driver but I have already installed the driver a million times. Now when I click on the install driver thing, a screen pops up for 0.1 miliseconds and then disappears. I have tried turning on USB Debugging, still not working.

What sort of phone do you have? and which operating system is on your laptop?

Current Android versions, the default USB setting is Charge Only and you have to select MTP in order to transfer files.
When you connect to your PC, pull down on the drop down menu on the top of the phone and you should see options for USB connection.
