Help with finding alerts

Presidential alerts Amber alerts Weather alerts etc, they seem to not be listed in the usual places like messaging or or under more in settings if anyone could help me find the answer to this I am sure this will become a useful tread

To my knowledge/memory it is a separate app on the Valiant.... one of the first things I removed after rooting.
