Root Help with overclocking and underclocking....

I am a newbe at this and so I need some help with overclocking and underclocking my galaxy mini.
Right now I am using a rooted gingerbread 2.3.4, no custom roms.
So my questions are:
1. Do I need a custom rom for doing this? If so then which custom rom is recommended?
2. Which is the best program for this purpose (paid or free)?
3. What else do I need for this purpose (if any)?

OC can be done with the help of Master CPU or SEt CPU app, there are many other search them in market..

Custom roms are good at oveclocking. SOme even come pre-installed so you can overclock or under clock right from settings. CM7 is one such custom rom. While you can flash it for OC, latest version doesn't have OC, they are yet to come... :)

Obviously you need a rooted phone for this as Master CPU or other app need root permissions...

thank you so much, both of you. I installed setcpu given above but it seems that I cannot overclock it. No matter what I give as the maximum value, it still shows 600 Mhz. Am I missing something, do I have to install/ flash anything else for this to work. I have a rooted phone.
