I have recently uninstalled nova launcher but when my phone restarts, it comes back???

Exactly how did you uninstall it? If you remove it, it should ask for a different launcher at startup.

I uninstalled through the Google play store, settings and my home screen...

Try going to settings>apps>more>configure apps and set the default launcher to something else. then uninstall Nova and reboot.

When you choose a different launcher as default, which one are you using?

And this is an unrooted device (so it's not been changed into a system app for example)? You've not set it as a device administrator (which would prevent uninstalling until unset)?
