Help!!!

How do I wipe a device that has disabled hard reset in recovery and has no USB debugging (ADB debugging not possible) enabled? -- I forgot my passcode for Samsung Galaxy tab e 9.6

Is this a work issued device? Perhaps the Admin has put a hard reset block in place?
I would assume if you enter your password incorrectly several times, it should prompt you for your gmail username/password?

No. It was released from the company that issued it around 4 months back.
Unfortunately I am unable to connect my device to the internet as the dropdown doesn't function on the lock screen.
So i am not able to use the gmail device management service...
 
in the thread search for ADB gui and you will see if your phone cant enable developer options just download developer options apk on google trust me is not a joke install it and enable usb debugging i do this
 
If this is a company-issued device and you're going to try to do administrative tasks on it that's probably why it was locked down to begin with. But if you forgot your passcode, the IT department at your workplace would be a likely place to solve your problem.
