Trying to make phone to default settings but other user put some kind of lock on it....cant debug cant even go into network settings so it will read my sim card....HELP PLZ

If you're using a phone with multiple user accounts set up on it, your account is apparently a secondary one. You need to contact the primary account user to get their permission and reset the privileges on your secondary account.
