I got a phone off my aunt and I turn it in and it flashes and stays on the HTC quirky brilliant screen how do I fix this

What model of phone is it? Do you have any way to find that out?

Regardless of the model, it sounds like a boot loop, which requires a factory reset initiated by doing a "recovery boot." Search online for how to do a recovery boot on your model HTC (usually a particular combination of buttons held down in addition to pwr).
