I have a blu dash and recently hard reset my phone and the home screen got deleted, how can I get this back ?

If you are referring to a factory reset, that restores the device to out-of-the-box condition: all user data, apps, settings are wiped. After the factory reset, log back into the phone with your Gmail account and your contacts and apps should restore.
You can re-build the homescreens by adding back the app icons and widgets you originally had there. Good luck and I hope this helps.
