Android 4.0 (Ice Cream Sandwich) is the latest version of Android. So far it is available on the Galaxy Nexus (which was released last year... November time, I think). I am not sure how many other phones it is officially available on at present, but know that custom ROM's are popping up for some devices.
In order for us to give you information on the OS, you would need to let us know what phone/tablet you currently have, so we can point you in the right direction!
