A lot of info here, but it seems most phones have the ability.

My Moto X4 came with an FM radio app, I just have to have earphones plugged in as that is used for the antenna.
I believe Next Radio is the app I've heard of for aftermarket, but I haven't used it myself.

Here's a follow up on one of the other tabs that lists phones compatible with Next Radio (and probably other phones with FM tuners)

That's what I often do is listen to podcasts. Depending on where you are in the world FM radio could be kind of....meh! And I'm not bothered whether a phone has an FM radio or not.
Radio is always online unless you record chunks of it. Even with a table top radiio you have to connect to the stresm to listen.
